Cea mai importantă modificare adusă legii 8/1996 (legea dreptului de autor și a drepturilor conexe) din punctul de vedere al utilizatorilor este cea plecată de la propunerea asociației noastre, și anume plafonarea penalităților pe care le pot percepe organismele de gestiune colectivă la valoarea dobânzii legale.
